The highly anticipated East-West commuter rail project gained major traction on Tuesday to the tune of $250 million — but passenger service from Pittsfield to Boston remains years, if not decades, away.Western Massachusetts lawmakers celebrated the legislative progress and funding influx Tuesday morning from the House Ways and Means Committee, which they say is crucial to accomplishing preliminary design work and soliciting public feedback.
